Program Information


The FTA data, systems, and distributed applications are being migrated to SBA’s Capital Access Financial System (CAFS). This is a notification that the FTA Portal is now available for 7(a) program participants to request roles in CAFS. Please see slides 22-24 in the CAFS Account Setup Deck for instructions on how to request roles in the FTA Portal. August 23, 2021

Due to the migration of the systems, Colson will not accept any inputs for payoffs and prepayments after the specified dates: Tuesday, August 24th - last day Colson will accept Payoff and Prepayment Funds. Wednesday, August 25th - last day Colson will accept 10 Day Notices and Prepayment Certifications. Effective Monday, August 30th, please submit all payoffs and prepayments to the new FTA, Guidehouse.

Effective August 16th, SBA One will be inaccessible. Please use CAFS ETRAN Origination and the SBA Lender Portal for loan origination and viewing the PARRiS Scorecard, respectively. More information regarding the length of the outage will be communicated after Go-Live which is scheduled for August 30th. Between August 2 and August 13: Establish a CAFS Account: A CAFS Account is required for each individual in your organization in order to access the applications and data required to do business with the SBA. Between August 13 and August 20: Add or Update Contact Information to the Partner Information Management System (PIMS) within CAFS: Moving forward, PIMS will be the SBA’s master database for capture, maintenance, and use of contact information for ALL participants of the 7(a) loan program including Lenders, Lender Service Providers (LSPs), Pool Assemblers, Brokers / Dealers, and Investors.

On August 30th, 2021, payments made to and from the Fiscal Transfer Agent (FTA) for the Small Business Administration’s (SBA) 7a loan guarantee program will transition from Colson Services Corp. to Guidehouse. Guidehouse has elected Wells Fargo Bank NA (Wells Fargo) as a banking partner to administer and provide banking logistics for the FTA on behalf of SBA. As a result, FTA bank account information will change.

As an SBA Lender or Lender Service Provider (LSP), the following information is critical for your understanding of changes to the 1502 reporting process. As previously notified, the FTA is in a state of transition as the 7(a) Loan Program applications, systems, and data, are migrated from the existing FTA, Colson Services to the incoming FTA, Guidehouse. Background: The Fiscal Transfer Agent (FTA) of the 7(a) Loan Program is changing from Colson Services to Guidehouse. The incoming FTA was contracted by SBA to support a migration of 7(a) program systems and applications to SBA’s Capital Access Financial System (CAFS). The migration will improve security, integration, and the user experience with a single-sign-on (SSO) for all program functions, real-time reporting capabilities, and improved reporting features and validation to improve accuracy. The migration of systems is projected to be complete by August 30, 2021. Impact: For secondary market applications such as LoanLIST, PSU Online, Settlements Express, and Trading Factor Pages, the only change that users will experience is the requirement to access these applications via CAFS. The data currently contained within these applications will be a part of the overall migration and will be available after cutover.

1502 Transition Timeline: A detailed deck that provides step-by-step instructions on 1502 Gateway access, submission, and reporting will be made available via email and on the FTA Wiki in the coming days. Submission: 1502 Dashboard and 1502 Connection will be retired and replaced by 1502 Gateway within CAFS for both loan entry and 1502 standard excel (.xlsx) worksheet upload. Physical submission (mail, fax) as well as email submission will no longer be available. Payments will be sent to the incoming FTA’s Financial Agent Wells Fargo, NOT to Colson. As part of the transition of the Fiscal Transfer Agent (FTA) systems into SBA’s environment, SBA determined that SBA One will be out of service for a period of time. During this outage, SBA One users may rely on CAFS E-TRAN Origination for loan origination and the SBA Lender Portal for viewing the PARRiS Scorecard. Additional guidance on ETRAN origination will be forthcoming.

June 17, 2021

The 1502 month-end July report for borrower payments received from July 1st- July 31st should be made to Colson Services as usual by the due date of August 5th. Between August 6th and August 26th, Colson will continue to bill lenders for any delinquent annual fee payments or secondary market late penalties for the month of July (or earlier months), and any Lender Remittances and 1502 Reports should be sent to Colson as usual. This includes all 1502 reports, including those related to the Paycheck Protection Program (PPP) due on August 16th. There will be a blackout period between Friday, August 27th and Wednesday, September 1st when no 1502 reports or payments of any kind (including secondary market borrower late payments) should be sent to Colson. Beginning Thursday, September 2nd, send 1502 payments and reports to the new FTA, “Guidehouse.” Guidehouse will begin accepting the 1502 Reports covering lender collections from August 1st through August 31st on September 2nd, and reports will be due by Wednesday, September 8th.

The migration will improve security and integration of 7(a) loan program information and will promote greater standardization and controls. As a result of this migration, starting Monday, April 5, all lenders and lender service providers (LSPs) must access and complete Form 159 within CAFS. The FTA will no longer receive and process 159 forms via 

April 3, 2021

On Monday, April 5, 2021, Guidehouse will assume safekeeping responsibilities for the original SBA Form 147 and/or the Lender’s equivalent form for 7(a) loans (original Notes), including the receipt and release obligations. Existing Notes have been transferred to Guidehouse as of April 1st.
